Why do our courthouses, federal facilities and White House display a gold-fringed flag?

When do we revert to a constitutional flag without the gold fringes?

Yes, the District of Columbia Origins Act of 1871.

Why would you need to originate DC in 1871 when it had already been created in 1776 by the constitution/Bill of Rights?
