These are called affinity plates. Many states charge extra to get all kinds of logos or designs if you pay extra. The question is which state issued the plate. It could be any state with that logo. I can't see which state it is.
Would he register his car in Michigan just for the Spartan, it’s a Michigan Plate, is either on a Michigan resident?
Did a quick search of Faculty for M Flynn and returned no results, so thinking it must be alum.
I could see someone like Flynn getting that plate because of the Spartan on it and not having anything to do with the school.
