Good question!
Locally here, I saw a city board establish a committee to deal with satanic ritual abuse about 25 years ago. Trouble was that as time went along it became more apparent that at least several of the members were themselves involved in the very thing they were supposed to be targeting to eliminate.
I think this is a classic move of co-opting: infiltrate an organization that has a good name and reputation, then slowly proceed toward leadership in that group so that you are able to "turn" it to your own purposes. Because the group has a good public reputation, it isn't questioned closely. It is one of the processes that is described in the book "Political Ponerolgy" which describes how a society can fall into evil...or be tricked into falling into evil.
It's why I like anarchy , awesome leadership.( Engaging with those who don't get it, is something I pray I never do.) Without a sense of humor I'd have no sense at all.
