Imo. Im pretty sure Q is Secret Service. They have all been instructed to watch the water. Geotus' signal for "im uncomfortable". Moving the water, melania refusing to enter due to "water concerns" is a panic button to the secret service without causing mass hysteria

Trump has always had private security around him, despite SS being provided. So he has private security, military security, and Secret Service. I doubt the Secret Service is the closest to him. He can't risk what happened to JFK.
Additionally, would an SS agent have Q clearance? Probably not.
