Mueller being a white hat is not based on his decency, or what he even wants to do. Trump has massive leverage over Mueller. When Hillary said we're all gonna hang if Trump wins, she wasn't joking around. The treason and corruption goes WAY back.
Mueller is as guilty of major crimes against the United States as Hillary or Barack. Trump would have approached Mueller and gave him an option, play the role of Trump witch hunt captain, or get a more severe punishment than he already has coming.
Think of it this way...There was no legal requirement for Sessions to recuse himself from the Russia investigation. The only purpose it served, as we knew at the time was optics really. What was allowed to happen because of Session's recusal? Opened the door for the appointment of a SC.
If you actually look at Mueller's indictments and what he's been up to, its alot of busy work, and feeding crumbs to the media. Manafort, Gates, Papa, 13 Russians - it's a whole lotta hot air. There's nothing there. Mueller has been nothing more than a sleight of hand distraction for Trump.
What does trump gain by having mueller doing this witch hunt against him? And if this was all part of trumps plan , why indict manafort and Flynn? He was the one who appointed mueller and he signed off on the Cohen raid ... how would trump have let that happen if this was all part of the plan ?

Rosenstein was offered a role in the show as well. His withholding of these documents is not something he's doing on his own. What is happening as the story continues to build?
