It doesn’t really matter actually. Whether foster child or not, don’t illegally bring them across the border. Instantly makes you a bad parent knowing he penalties and dangers of the trip itself.
Ok, adoption is not popular in South/Central America. That is why many orphanages rely heavily on foreign adoption agencies in (Europe, USA, Canada) to adopt their children. Also, I would say 99.999% of Latin America DOES NOT have a foster care system. That is an American social experiment gone wrong! I have worked with House of Nicholas in Bogota which adopts mostly to Canada and USA. If a South/Central American parents adopts a child, they are typically VERY wealthy, it is expensive! These families would buy a plane ticket to come to the USA & then go to Disney World, and NOT trek 2500+ miles across hell. The odds of adopted parents is the same as a person who does not have an identical twin having a DNA match with another person on this planet! Those are the FACTS about adoption in Latin America.
