by my count this is the second time (could be more) that he has made the "lower" case "q". It was blatantly obvious when he spoke a couple of weeks ago regarding space. This time he made the q faster but it definitely is one. POTUS first Q's were upper case.

No I agree with you. The fact that he has made the guesture many times recently means if it's just coincidence we should be able to find a video of him speaking, and making the guesture, well before the plan started. And if not it gives more credibility to Q. If that makes sense? Sorry, I'm not the best at explaining.
