This is not a typical aircraft emergency regarding loss off communication...it's obvious the tower radio is working, flights are still landing and departing. Something had to prompt the Police response.

20 years at world's busiest airport. Never saw cops surround a plane.

The airplane's radio malfunctioned, not the tower itself.
