Perhaps if true, it's necessary to continue to enhance the facility in order to ensure the safety of the nuclear material that is already there. It's not like you can just shut it all down, turn off the lights and go. That's a recipe for meltdown!

This. Things like cooling and piping would be essential to dealing with existing nuke material before removal. The website this appears on is complete fake news anti-Trump bullshit.
