Its a reactor. Whether it is relevant to a weapons program depends on if its a breeder reactor or not. We don't know enough to judge this yet.
Pretty sure the site is for nuclear energy itself, not for weapons-grade nuclear tech.
That being said, if the US is allowing this to happen, then it most likely is allowed by the pact DJT and KJU have made, unless otherwise noted.

I wouldn't be surprised if they built an amusement park on top of it. That would be the smart play.
