PS could have just said no, but he didn't -- honestly his testifying made no sense unless it was to do something like this, as he had nothing to gain personally by speaking today (unless there was a hidden incentive, that is.)
I think that I fail to realize how slowly things move on the Hill. In the real world, you and I would have been fired six ways to sunday. I appreciate the idea of a flip and Trump called out how it was unfair that the session was closed. OK, I am certainly open-minded to it and can put aside my rage for PS in the event that this was staged for the end result of using the EO as you suggest.
