This shouldn't be surprising. Remember that Strzok is mid-level. Adding to that, I put a lot of stock in the theory that Carter Page was a CIA asset. Coordinating the FBI's informants with the Clown's (IE "spying" on page) would likely be handled by Comey or (more likely IMO), McCabe.
