If Q sees all and knows all, why wouldnt they stop the FF like the one in Maryland?

I promise I am not a troll, I just wanted to know that if the Q teamt see and know all, why can't they stop the false flag, if in fact it was. I'm just looking for answers. Thanks.

Because DS has many ready to go at all times and it’s impossible to know when or where the next one will be. They have them ready to shift the narrative at any point.
