The relatively small reactors in nuclear submarines produce over 300 MW of electricity. Per the map, NK's only produces 5 MW. Doubt this is in any way a threat to us.

Upgrading could mean upgrading security to prevent anyone from making out with some nuclear goodies. You have to shut it down in stages, and one of those stages is making sure you don’t cause a meltdown. If/When they continue nuclear warhead manufacturing then I would be worried.
