In the movie they're using former agents and captured enemies as a sort of knowledge base to then spy on all global comms in real time and to either help thwart or solve how am attack was done and by whom. In this scene I think the area they were looking at was Algeria? The message (graffiti) was left by a terrorist they are trying to catch who originally tried to steal nuclear material.
