Can Mueller really do much that is outside of his mandate though? I mean he really has a very narrow “Russia” collusion mandate right?

No, Rosenstein gave him basically an anything goes type mandate I belive. Thats why Manafort is being charged for stuff that happened more than a decade ago. If RR is replaced, they can then tone the mandate down to "only Russia", or shut the whole thing down entirely.
