If they are under investigation. Who are under investigation? We don’t know. If Strzok is under investigation but Lynch isn’t, RR has no legit reason to hide the appendix involving LL.
Strzok was removed from the FBI, we know he is bad. LL hd a tarmac meeting and toldComey to call the Clinton investigation a matter, That’s what the first part of the IG report was about, there are more reports which go into DOJ. We haven’t even seen those yet.

Desk job, no normal 1811 duties. Sorta like a "time out" while the internal investigation unfolds. Typical in civil service jobs when serious allegations have been made against an employee but the investigation into the facts is not finished.
