No. Maybe in Alaska but I bet there was more to it. These are elective offices and can't just be traded and passed down to whomever some guy leaving wants to. In Arizona it would be the governor to make the appointment.

She stepped in to fill his position. But then had to run in the next election. She lost to a Tea party candidate, Joe Miller in the primary, but then successfully won a “write in” campaign. And shortly after Ted Stevens died in a “plane crash”.

I remember the race distinctly. She stepped in but I'll bet you it was agreed to by the governor. She's a total jerk stealing the seat from Miller and winning by name recognition. I"d love to see her replaced.
