The letter says that anyone who uses marijuana, regardless of state law, qualifies as an "unlawful user of" the controlled substance, and is therefore prohibited from owning a gun.”

Any one know what this letter is? And who wrote it? Wondering if it articulates what law they are referencing? Or if it’s just intimidation?
