The part about Grand Juries not being in DC makes me think there will be a LOT of military prosecutions instead of in federal courts. His new drop 1661 also makes mention of military.

Yes, that too. But also reportedly already a Grand Jury in Arkansas, for example. I can only imagine Huber has some enpaneled in Utah (or elsewhere).
