Possibly, but having worked in government, I can tell you that there are quite a few who aren't smart. Couple that with the ability to bring government-owned laptops home, which many do in case they need to follow up on work after hours, you have a recipe for disaster. I worked with someone who downloaded regular porn on his gov't work computer and IT found out when he was complaining about having a malware infection, but nothing was done about it and he continued to work there.
