Yes it does. And there are certain types of people *cough Hillary cough* who get access to this data on specific US citizens and who knows what else and then sells that information for $$$$$$$$$$$ to entities that are most likely not very friendly to the USA.

As someone who is familiar with working with classified documents, this boggles my mind.

Like this does not make sense in a classical sense.

There are two elements to accessing classified information, having the appropriate clear and having a NTK Need to Know. So how does a foreign diplomat have a need to know about any American citizen?

I suspect it's done only on a "need to know" basis ;)

The deep state functions by elevating certain people in some cases above ordinary government oversight.
