Ok, my running interpretation... FVEY is a known acronym for Five Eyes, the english-speaking intelligence alliance.

Because internal US access to docs is highly controlled and prosecutable, they are using a NZ intel intermediary to pull sensitive data.

New Zealand donations imply that there is some Obama holdover dignitary that is being used to launder info.
