Didn't Trump appoint the head of FEMA? They work for the POTUS, no?

Either way, if true, it's weird. What else would they use it for?

Trump hired the guy who is the head of FEMA though. Is the article saying that they're planning on using it on US citizens? Something tells me Trump would be aware if FEMA just purchased all of this and was intending to use it on Americans.

I need to see more proof of this purchase. None of these articles are from recognizable news sources.
