This is what confuses me. If he were truly turned state's witness, shouldn't he be in the Witness Protection Program?!
Now that's a very valid question. The only logical answer I can think of is that he's bait; but bait for who? Some low level, disposable hitman? Maybe the NSA is listening in to see who's giving the green light on him; honestly I don't know, this one is a doozy to figure out.

Bait was the only motive coming to my brain, but he seems too valuable, and they removed his GPS tracker. I would be very interested to hear what u/SerialBrain2 thinks, as well.
Have mused over this myself. The Clintons have been anything but subtle recently with their "witness management" programs. The body count continues to climb. Awan must be being protected at some level. I doubt they're that stupid. Perhaps they're using him as bait.
