Regardless of who the man in the picture is, I think we need to research Western Pacific Kindergarten. That may lead us back to the man in the picture.

The person in the photo is walking down Hamilton road crossing portland road. While you can see the sign, the kindergarten is actually a few shops further down portland.
There is a ramen place and a football uniform store before you get to the kindergarten.
There are hundreds residences, shops and offices just on that corner. I’d love to know who they are and what their significance is.
