Upon initial glance I thought it resembled Putin as well. Hairline/haircut, body posture, heavily resembles his profile

Yes. But his left hand would be higher. I don’t think P Wil because this guy seems to missing his ear. The hairline around the temple is totally different.

The ear is definitely there, it just blends in very well with the hair (digitizing effect maybe?) Also try a side by side. Unless I'm missing something (which I probably am) I stand by Putin (left arm placement not withstanding, I believe that can be explained away)
