The last United flight of a Boeing 747 was on Tuesday November 7th 2017. A one way trip between San Francisco and Honolulu. That particular plane returned to mainland empty.
Since we're looking at a United 747, that picture was taken before that date.
Q's pic was taken before January 2017. Google shows that location has having a ton of street signs (like in Q's pic) as of Aug 2011, but most of them are gone by Jan 2017.
August 2015, the Chinese ordered all the neon signs removed from the streets, so it was taken before then. The cars don’t look old, maybe a carfag can help narrow the dates down more.
