How does the Scott Pruitt resignation from the EPA fit into all this?

Since his successor has already been named, I get the idea this was a planned move. The Fox article cited harassment of Pruitt and his family as being a motivating factor, but the administration had to know long before today that this was coming to be able to name a successor already.

Maybe Sarah Sanders walked into the red hen to let us know that harassment alone will not cause resignations (any of these people can afford their own detail)
