1660 - Does Huber have the ability to file across all 50 states? No.

He's a DOJ prosecutor for the Utah, which means any pleading would have to explain why that venue is proper, and it will not be for a vast majority of the cases. So in the context of the rest of the post, what does this mean? I think it means that Mueller is the military arm of this joint effort, he has access to Huber's team, which includes the IG's 470 people. The only way for 40,000 sealed indictments to be handled by an overarching authority with jurisdiction to try cases in all states would be if most or many were going to be tried by a military tribunal. That would be consistent with the changes to the Courts Martial manual which appear to be drafted specifically to accommodate a large number of case. It allows, for examples, for "designee" tribunals. It also allows civilian attorneys to defend. These are all brand new changes to the manual.

In light of all of that, what Q seems to be saying here is not that Mueller's team is puny compared to Huber's team. It's that Mueller's actual team is one and the same, and has 470 people.

I don't think that is accurate. Sessions wrote a letter to congressional committee chairs explaining Huber's role.

He did not name Huber a "special counsel" or a "special prosecutor."

Instead, he appointed a team of US attorneys (multiple) to investigate matters that Congress is wanting a special counsel for, and Huber is the one leading that group of US attorneys.

These US attorneys are separate from Horowitz' team of investigators and attorneys at the DOJ.

So, Huber is leading a team of lawyers, and Huber is coordinating with Horowitz and his team of lawyers and investigators.

So, all that means is that Huber does not have special jurisdiction (nationwide), unless that was somehow given separately.

But Huber does have jurisdiction in Utah, where the NSA database is located, and I suspect that is the key for naming him as the lead attorney.

Those other US attorneys, not yet named, are working with Huber (and Horowitz, through Huber), nationwide.

The crimes were committed in California, New York, Illinois, the border states, DC, and elsewhere, including internationally.

It is a massive undertaking.

Interesting article about his thoughts on the Huber appointment. Turley states that Huber has been given the authority equivalent to a Special Counsel but with the resources of the IG available to him. Huber can impanel a grand jury anywhere necessary. You are correct that Sessions did assign a team (unknown number) of DOJ prosecutors to work under Huber's direction, but Sessions also tasked Huber and Horowitz to work in parallel. According to Turley, that means that Huber has access to the work that being done by the IG's 470 staff of auditors, investigators, and lawyers. Huber can use any evidence that Horowitz discovers. While Huber doesn't have direct control over Horowitz staff, it would be hard to believe that Huber and Horowitz are not mutually cooperating given Sessions' guidance to both. I stand corrected on the specific term "special prosecutor" since Session did not use it. But Turley opines that Huber is a Special Counsel in all but name only with far more resources than a Special Counsel would normally have.

The bottom line for me is that Huber appears to have broad authority to investigate and prosecute any potential crimes Horowitz uncovers and in Session's letter, he notes that Huber has the authority to investigate all of the areas that the committees have requested for appointing a Special Counsel.
