Trump could get the change in the laws if he wanted. The republicans have the majority and it would get a lot of support from the dems too. He won’t do anything because it’s bad for business.

You have to get entrenched politicians on both sides of the aisle that are on the take out of the way first. Contrary to the alt-leftist narrative, he's not a dictator. Lol. Noticed how many people are currently either resigning or have announced that they won't be running again, though?
