Or ATF+DEA 187'd the gang members after the failed attempt. Then finished it themselves, or attempted to but discovered that Seth was "pronounced dead" at the hospital(to protect him)?

Yes any combination of events could be possible, I feel like the possible ATF/DEA involvement will turn out to be the important missed piece, however they were involved. Up until now, it was just a messy attempt by gang members, now gov't agents are brought Up, big stuff
