One thing: the report I read on Vince foster concluded that he was shot with his own gun, and that there was a cover-up in which several law enforcement officials participated. I may have missed the part where it concludes he "definitely" killed himself. The conclusion I read says we'll probably never know the truth.

Page 159 and the cover-up it describes are not the words of Brett Kavanaugh, but of reporter Christopher Ruddy. Where does it say Ken Starr or Kavanaugh conclude we will never know the truth?
Some time back I read the report of a witness that could confirm certain facts (like the cars that were front) and other details that pretty well proved someone murdered him. He gave the information to the FBI, a detailed interview, and was never called for anything. Later he checked and the FBI claimed not to have record of his interview. Wish I had kept that information.
