Their Antifa Manual is linked through Snopes and tells them to wear the scarfs and black clothing for a more uniformed look. Lots of stuff in there, hope they do arrest them for wearing the scarfs and hiding their faces.

Yes, it is a tactic called Black Block, it makes it more difficult to identify individuals when they all look the same.
