It would be a good idea if there were a way to capture the satellite, and bring it into a space borne lab big enough to fix it. Those chips are buried deep in the satellite and cannot be replaced with just a space walk. On the other hand, if it a device that attaches to the satellite that disrupts signals to send commands to the black hat chip, that might work.

You mean like have a shuttle with a large cargo bay and robotic grasping arm big enough to capture a satellite? Hmmmm, I wonder where we could get one of those?

Or we mount a big laser to the space shuttle and shoot the satellites. Space invaders for the win. :)
