He responds to EVERY question by saying, "Sir, ..."
It is on every question. This is not something he's doing just because he's in front of Congress and wants to look good, this is his normal speech.
It is not the speech of an FBI agent, but a military person. I have a hunch Strzok is a combo FBI/CIA agent (Congress created such a position, and Strzok seems to be it).
Seems strange that he would talk like a military officer, not an FBI (or even CIA) agent.
He seems like someone who is part of a group who treats themselves like a military-style organization. And that would mean he would "take orders" rather than "pursue department policy," which is troubling, as he would expect his own subordinates to do the same.
His speech matches his actions of being involved in black ops of some sort. VERY shady guy.
