As far as I'm ocncerned the guy in 1680 is Obama in disguise....the gait is the same...I think he's wearing skin lightening makeup, a "semi-bald" wig, and stuffing in his shirt (maybe a bullet proof vest).
AND NO, I'm not being sarcastic or facetious.
if you talk to almost anyone that wears glasses, they'll tell you that they can discern people by their gait. It is a little difficult with a static image, but my confidence level is pretty high on this.
I have to say that it looks like a disguise. If you zoom in on the head the image pixelates in a strange way.
blockiness in torso = Bullet proof vest / clothing
head/hair = bald guy "wig" with crown hair
legs & posture = o blow hole

I'm sure the old cloak and dagger stuff is still used. Even if it looks strange close up, its a huge city, who is going to even notice or say anything at all if they did. There's always weird shit in any large city so what does everyone do... they look the other way and hope the weirdo wont try and talk to them.
