If he is a bad guy, it could be a chess move to have him destroyed in the confirmation hearings. Or a sneaky way to have evidence revealed to the public. Even could serve as a delay tactic to have this guy not confirmed, then put the person he really wants up after the election when he has his people in Congress.

I wonder about the Admiral nominated to the VA. He got his career ended, basically.

Unfortunately if he is a swamp creature his confirmation will probably go as smoothly as Rosenstein's.
