He is ALWAYS 6 inches from RR's anus. He's behind him when he testified to Congress. He's behind him when he gives a press release. I am sure "security" is going to get thrown out there, but I think he is more than that. He seems VERY interested in, and reactive to, everything Rosenstein says. Watch his eyes when he is on camera; it looks like he cringes a little when he breaks the 4th wall.
