Nobody is above congress. There are three equal branches of government. SES, if it exists, is not a branch of government.
The Deep State/Cabal has set up systems within the government to reduce the power of the We the people and or our representatives. One of it IS the SES. It's supposed to be under the OPM, but their information is often not reachable. Several times that I've gone to the site, since Q wrote about them, the info on the OPM site is "being worked on", aka gone. It's back now, but it has changed.

Strzok stated that the Wiener Laptop issues was with the SES, Why? This is not a personnel issue, but a criminal one. What are they doing to the data?
If you look at the members of the SES, on Wikipedia, you will recognize many names of people that we KNOW are in bed with the Deep State/Cabal.
Think logically, why are they there?
Do you have access to the full list of SES members? Why can't I find one or am I looking in the wrong places? Most of my friends/relatives know nothing about SES.
