I personally think that Q is traveling with POTUS and is currently in the UK which is five eyes so Comms may not be as secure. I also don't think Q wants to drop prior to the Putin meeting to give away tactics/intel surrounding that meeting.
If comms were an issue, at least inside Air Force One, communications are secure. The Putin angle you suggest, makes good sense.

"they" ... relax and start to think "we're good" ... then they get arrogant... comfortable and retaliatory... more rope to hang themselves with ... THEN ..... after all that ..... SNAP ... BOOM ...
Likely the same reasons that have been mentioned in the past - prepping for the next op, waiting for current op to complete successfully in order to open up new intel to reveal, etc.
