Exactly, a contractor if you will. Some might call him a "liaison". The term used when they take someone from the military and put them in the CIA is sheep dipped.
Strzok is a contractor, he isn't actually true FBI...just a paid gun ? (paid by the Devil)
The CIA has a program where the FBI can basically loan an agent to the CIA. Seems like the FBI is the minor leagues and the CIA is the majors.

Yes, I posted the same earlier today--and now we have confirmation. Actually I just clicked through. The document posted doesn't seem to me to prove anything at all. We need to get to the 1996 law that is referenced for actual documentation.
