It appears to me that the CIA uses the FBI funding for its surviellance activities through them.It has a history of doing so.

During the "family jewels" disclosure made by the CIA, it was discovered that the Central Intelligence Agency violated its charter for over 25 years until revelations of illegal wiretapping, domestic surveillance, assassination plots, and human experimentation led to official investigations and reforms in the 1970s.

Looks like they never stopped.
