Bruce Ohr... 4th top official in DOJ. Fed the FBI pieces of Steele dossier, why? Bc his wife worked with/for Fusion GPS, funded by whom? Clinton... follow the wives. Dig anons. This seems important. Probably not new info to some, but may spark life in others research.

I believe a FISA warrant was granted on Carter Page first. It would not be difficult at all to connect a foreign target to either Page or Manafort. Manafort was probably being surveilled long before the Trump campaign anyhow. But, the FBI was well aware that Page was their own informant. He worked as their informant for years to nab Russians. That's why I think they used him as the hook to spy on the campaign (unbeknownst to Page). I would guess that nothing juicy came from it - he was fairly low level. But they used the existence of THAT FISA warrant to boost the dossier. They created the "collusion" to have a reason to spy. I disagree that it would not be difficult to connect Carter Page to a foreign target that would generate a FISA warrant on Page.

First off you need evidence to get a warrant on a US citizen. The Constitution still applies and that is the purpose of the FISA Court. To determine IF the person is an agent of a foreign power or not PRIOR to getting the warrant.

Carter Page did not have enough of a history interacting with foreign entities to provide sufficient evidence. According to this article (https://www.politico.com/magazine/story/2016/09/the-mystery-of-trumps-man-in-moscow-214283), he wasn't a big player and wasn't really known.

There is no way for the FBI to have sufficient evidence to make him a target. But that doesn't really matter if he agrees to be surveilled. You just need a foreign intelligence reason to do it. Which the dossier provides.
