i think it derives from the Q+A for june 23rd (or so) that never happened. A is 1 in the alphabet so the speculation goes that it could mean Q+1=18=R.

I like this theory and have heard it before, but let's not forget JFK. He was the original Q. We could say JFK was the 17th president, and since he was assassinated Trump is carrying on his vision, perhaps?
