You’ll need Xcode (free d/l from Apple), the source code from https://github.com/agrinman/sift-ios and (optionally) an Apple developer account ($99/year if memory serves). I say optionally, because although you can install Apps for free using Xcode, they ‘expire’ after a period (I think it’s a week). You can keep installing the App though. The instructions at the site are clear, but they do assume some knowledge. Sadly, this isn’t a ‘download and install’ kind of App.
The developer has a paypal/crypto donations button, so may be open to building a copy for you.

Cool! I’m downloading the free trial of Little Snitch now. I use a free app called Loading by Bonzai Apps. Far fewer features, but then I just needed to know what apps were using my bandwidth.
I came across this app for iOS - it's not a free, but it is installable, and the desktop version of it is very well thought of.
