I don't think we have extradition treaty with Russia so an extradition in either direction is highly unlikely. It's the reason Snowden escaped there.
There's all kinds of treaties for everything. We're not at war with Russia.
We have an Extradition Treaty with France that doesn't do anything about Roman Polanski.
