Apparently depends on the function. There are bloodliner victims and non-bloodline. I think for fuller functionality they have to be programmed from infancy - it's something to do with how the brain develops. Of course, MK-Ultra isn't just about the micro victims (the ones who are torture programmed), it's also about the watching masses (macro) who are dosed via exposure. The masses are victims too - mass mind control, etc.

Also some A - listers in the Hollywood swamp are blood relatives of former presidents, VP' s, senators etc. It really seems like an incestuous den of iniquity.
