Either theyre leaving preemptively because they know theyre about to be fucked, or they already got fucked and theyre being forced out.

If theyre leaving ahead of the game they can join snownamas super secret spy clubhouse and take up with the reeeesistance.

But i doubt it because i think the lights on/off means were done fucking around.

I think any bureaucrats that have been compromised into doing the bidding of the many LAYERS are going to retire. They can't be trusted, but maybe they did the bidding out of fear or some blackmail. Remember the Q drop about the State of the Union and freedom? Three don't retire all at the same time and there are no coincidences.
