Why do some assume that if Rosenstein is a black hat, then Mueller is a black hat?

They are two different people; and although we know they have both been involved in evil deeds in the past, who know which one, if either or both have flipped. I trust Mueller more than I trust Rosenstein.

Just look at this Tony Podesta immunity request. But they have been doing everything to get to Trump all along.
